It's not an exe, it should be a zip. Here's the direct download link I just used, try this -

That resulted in a zip file, and upon uncompressing was the original zip en_msdos622.zip. If you are getting an .exe of any kind that's not correct.

Ah yes inside the zip is a self-extracting exe as distributed from Microsoft. I extracted to a dir on my side and re-uploaded just the images.

Try this one. You should get 12UPG1.IMG, 144UPG1.IMG and so forth. I was testing with the 144UPG*.IMG files.

So these images are missing one track and theirs file size are not standard that's why the HxC tool doen't like them.
You can anyway load/convert them by using the "Load raw image" button and by choosing " Standard 3"5 DOS HD Floppy Disk".
