I have 1pc 23k256, the same with it. Can there be problems with a faulty memory?
I am writing through Google translator.

It can be more specific. What is wrong with 2 drawing. PIC18F defective?

No. The lines are floating : Something is probably not connected (bad solder ?).

100mV is definitively too low. And the pin5 and pin6 seems to be inverted ?

Can you show me the pin 1 behavior from the power up during ~2 seconds ?

100mV is very small. 5 and 6 pins are not mixed up.
1 time I managed to download the firmware up to 34%. I had to reset the freeze process.
Now the device is not detected on the server.
