According to the server logs there is something unreliable with the link to the pic18.
Please check:
- the board power supply.
- the board quartz
- the serial connection.
If possible try another serial usb adapter and/or an another pc.

Check if pull-ups resistors are needed on RX & TX
or
Try another serial usb adapter or a MAX232 on a normal serial port.

There is too much spikes/glitches on the serial line.
And i don't understand the 23k256 clock !?!

0. The server is not defined as a device.
1.PIC18F4620 flashed.
2. The LED does not blink.
3. On quartz 10 MHz.
4. If you turn off the quartz, the blinking of the LED appears at a frequency of 15 Hz.
What can be wrong?

Then check the SRAM connection/communication. An auto-test should be done at power up.

If the SRAM is not working, can there be problems with the LED blinking?

blinking may be normal. Can you show me how it is blinking ?
